What it says in the Constitution. My gut feeling is the finances fall within this committee and it's with this committee's remit to scrutinise the value, savings and the cost to this council. But I think it's a matter of courtesy. Perhaps it would be wise for me to liaise with the chair of that committee and clarify that point. And if so, update the rest of this committee by email and see if applicable to bring it back to this committee.
